Mellon Fellow (1 September 2004 - 30 January 2005)
During my five-month stay at NIAS I worked on a book about Article 10 of the European Convention of Human Rights. Having discovered a range of newly published monographs as well as articles in legal journals, I still need a couple of months to complete writing the book, which will be my post-doctoral thesis (habilitation). I expect the book to be finished by the middle of the year and I have already arranged for its publication in the second part of 2005. The book will be the first monograph in Polish dealing with freedom of expression not only with respect to Art 10 of the ECHR but in terms of the legal system of the Council of Europe as a whole. Its title will be "The limitations of freedom of expression permitted in the legal system of the Council of Europe", and it will comprise about 500-600 pages.
Apart from working on the major "freedom of expression" theme, I also prepared other publications or collected materials to write up in the future. Later this year my two books on EU law will be published. Next year I am planning to have ready two new volumes presenting to the Polish legal audience the Strasbourg Court case law on freedom of conscience, thought and religion (art. 9 ECHR) and right to life (art. 2 ECHR). I also intend to write at least one article on the Dutch "soft approach" to law. The Dutch legal practice (kortgeding beleid) and especially the approach to such social phenomena as euthanasia, soft drugs and prostitution are topics of debate. The stay at NIAS helped me establish contacts with many institutions both in the Netherlands and abroad.
